It refers to a dough that contains active yeast and is made for the purpose of adding to another dough later. The starter is used to leaven (proof/rise) the dough, instead of directly adding yeast. Once alive, a starter can last indefinitely. A starter or pre-ferment can be in the form of a sourdough starter or a poolish.
